Summary
In a town full of ancient ruins, citizens and soldiers alike have gone missing. Zoids are going rogue and attacking for no reason, and Bang and Fine are experiencing strange visions. It all seems to center around a mysterious blue-haired woman accompanied by an Organoid. Why, though, is she targeting the town?

The ruins discovered at the beginning of the episode were revealed after an earthquake.
Rease seems to have the ability to create false visions in people's minds. In this episode that includes making Bang believe that he'll miss his shot and kill Fine if he tries to shoot down the Zoid that captured her.
O'Connell refers to Rease as a 'Blue Devil' that takes the form of a young girl.
Rease uses mechanical insects to swarm and take control of Zoids and seemingly people. They transmit her thoughts, allowing her to get into people's heads and drive them insane. While some resist, this ability certainly isn't weak, as she takes control of the entire city. Examples of this ability include trying to convince Fine that she's part of a doomed race, or that Bang never wanted Zoid Eve to be found after the ancient tablets went missing. Trying to emphasize people's flaws and make them insecure about their deepest fears.
Specular draws out the full potential of a Zoid, instantly bringing it to its greatest form. Once she fuses to the Double Sworder, the Zoid grows dramatically in size.
Bang is able to free his Blade Liger from the influence of Rease's insects by activating the energy shield, burning them off of its surface.
Specula's psychic waves were amplified by the bell in the church tower, allowing her to wake up the captured Zoids in a massive swarm that effectively acted as remote control zombies under Rease's control.
Rease is shown to be working with Hiltz.
